It is welcome that the Planning Commission has taken up public enterprise reform as part of its agenda for the 12th Plan. This reform is long overdue and has the potential to improve India's economic growth as well as advance the battle against corruption and cronyism. A Commission-appointed panel, headed by former SAIL chief S K Roongta, has recommended revamping the vigilance oversight of public enterprises. This is welcome, but too modest.
