Political will lacking to tackle terror

Repeated bomb blasts in the country are ascribed to systemic failure. The prime minister has admitted this after the devastating bomb blast in front of the Delhi high court. The common understanding of system failure is: a failure of the tools of governance like intelligence departments, police and security machinery. Successive governments and various political parties have not shown the will to bring tough legislation for preventive action, simplified prosecution procedure and proactive moves by the police and intelligence.
