UPA wins FDI vote. But implementation is key

Now that the Congress-led UPA Government has secured Parliament's mandate for its decision to get foreign direct investment in multi-brand retail — and let's for the moment set aside the questionable manner in which that mandate has been gained — the million dollar question is: How is the Government going to implement the decision? Normally the execution of a decision that Parliament has stamped its approval on, should be a breeze.
