Tribunals stuffed with bureaucrats

According to media reports, the Cabinet has cleared the name of P K Malhotra for the post of legislative secretary in the Ministry of Law and Justice, Government of India. Malhotra is currently a member of the Securities Appellate Tribunal ( SAT), which hears appeals against the orders of the market regulator Securities and Exchange Board of India ( Sebi). Malhotra, reportedly, belongs to the cadre of the Indian Legal Service ( ILS), which was created in 1957 to staff the law ministry and is staffed mainly with lawyers. His profile on the SAT website identifies him as belonging to the ILS cadre.
