Will Trai learn?

The current chairman of the telecom regulator, Trai, took over after the body had made its recommendations for a steep hike in floor prices for auction of telecom spectrum. He now has an opportunity to revise this policy, in light of the dismal failure of the auctions that concluded on Wednesday, to either fetch revenue or sell even half the spectrum on offer.
