Brazen and appalling

Two issues are involved in the Comptroller and Auditor-General Vinod Rai's comment that the “brazenness” with which the Government has been taking certain decisions is “appalling”. The first is to do with the propriety of a constitutional authority in making such scathingly adverse remarks against the Government, and the second pertains to the accuracy of those remarks.
