Rahul literacy

I was once told that Rahul Gandhi is allotted a weekly slot by Manmohan Singh where he’s given a world view. This doesn't get reflected in the PM's diary. Today, there’s a general thumbs down to the Reserve Bank of India (RBI) for not lowering repo rates. Does Mr Gandhi have a view? What else could the central bank have done?
