Reshuffle reflects Congress style of functioning

Those who expected that the reshuffle of the Union Council of Ministers would bring some kind of a revolutionary change are no doubt disappointed. But then, since when has the Congress party been adventurous? Sitting in the middle of the political spectrum of the country, the Grand Old Party's DNA is woven in caution and calculation. And both are visible in Sunday's exercise.
