In one sense, the ‘Aadhaar’ project of electronic identification of individuals through their unique biometric markers is really all about rising public expectations of performance from elected governments. This, in the first few decades after Independence, found resonance in governments promising ‘roti-kapda-makan’ (food, clothing and shelter) to everyone.
