Reforms, with a small ‘r’
At the 2005-06 economic editors conference, a year after UPA 1 had taken over, the tone was optimistic. By all accounts, growth had begun to surge for a section of the economy while the government was ostensibly engaged in spreading a safety net for the most vulnerable. Seven years later, at the same conference, when the finance minister described the economy as “challenged” and in need of a major course correction, it was an unsurprising acknowledgment of the downward spiral.
