Markets find a way

The expression financial inclusion puts me off a bit. As an objective, I have nothing against inclusion and it is true poor people are marginalised and not mainstreamed because they are excluded from the judicial system, roads, electricity, water, education, health, land markets, financial products and so on. Therefore, there is an objective of ensuring connectivity and empowerment and preventing exclusion, something like the PURA idea, though one should also ask why decades of public expenditure haven't eliminated exclusion.
