J&K under siege

Sunday’s killing of a village sarpanch by militants in Kashmir’s Baramulla district has brought on a wave of resignations from panchayat members in the state, with at least 40 calling it quits. It was the second time in a fortnight that a panchayat leader was gunned down; panchayat members have also been targeted by militants over the last year.
