Fear returns to Valley

The euphoria that had marked the successfully held panchayat election in Jammu & Kashmir last April — seen as a victory for democracy against the rule of terror and intimidation in the State — is giving way to fear. Rattled by the success of grassroots democracy and the relative peace the State has been experiencing in recent times, militants in the Valley have once again sought to throw the State in turmoil.
