Pseudo vs real reforms

During its eight years’ tenure, the Congress government has taken many stupid or undesirable economic steps. But because the Prime Minister was the man who heralded the reforms with his budget speech in 1991, there was a belief or hope that his heart was in the right place and that if political constraints gave him a chance, he would do more. He announced measures of that genre last week, so he can be taken to have fulfilled the hope of his wellwishers.
