In probably the best commentary ever on Indian democracy, The Burden of Democracy, Pratap Bhanu Mehta of Jawaharlal Nehru University says, "The Indian state almost never evaluated policy by consequences, almost always by its own intent... The state has internalised the message of the Bhagavad Gita: only intentions, and not consequences, matter."
