Congress pays lip service to social justice. On Wednesday, the Congress-led UPA Government brought before the Rajya Sabha the Constitution (117th) Amendment Bill, 2012, to provide quota for Scheduled Castes and Scheduled Tribes in promotions. The Government believed that by merely doing so it had demonstrated unequivocally its ‘commitment’ to the uplift of these communities.
