Unintended consequences
Why don’t power plants starved of coal import it? Most of the reasons boil down to one factor—the inability to pass on the higher cost of imported coal. Yet, the cost of power is already very high for industrial users. Part of it is due to inefficiency, but a big reason is the supply of free power to farmers. Let us assume, for the moment, that the poor farmer benefits from this, although there are many stories of how it is the rich farmers who benefit the most.
