Coalgate's main lesson

This column isn't about the limited agenda of Coalgate and the CAG report. It is about broader issues that led to Coalgate. Some of this may be known and some may be a trifle unfamiliar. Initially, coal mining was private and goes back to 1774. At first, this was concentrated in the Raniganj belt in West Bengal and then spread to the Jharia belt in Jharkhand, in addition to some parts of Chhattisgarh.
