Not just policy paralysis

The role of the Opposition in the government’s inability to get critical legislation through Parliament is well known. So is the role of allies such as Mamata Banerjee in not allowing diesel price hikes, for instance. And if it’s neither the Opposition nor the allies, it is people within the Congress party who don’t allow the government to function, the latest example of which is rural development minister Jairam Ramesh refusing to allow any dilution in the land acquisition bill to make it a little less anti-industry.
