Scrap state monopoly

The government must make several things clear about its current stand on the allocation of coal blocks. First, it should scrap allotments where work has been delayed, or which have been sold off to third parties, or where the entities that got mines got them by making false claims. While doing this, it must also say that scrapping a handful of allotments does not mean that there was something fishy about all coal allotments over 20 years.
