The Congress party first gave India the licence raj under the name of socialism; then it dismantled it in the name of economic reforms. Similarly, its famous slogan “garibi hatao” was the launch pad for the business of populism. It is now part of the party’s DNA, though for form, some sections of the party occassionally pay homilies on the need for fiscal prudence.
