Moily’s threat to jail babus is cheap populism

It is hard to imagine what Union Minister for Power Veerappa Moily was thinking when he stated on national television that he would seek to imprison the Chief Secretaries of those States that drew more than their allotted amount of power from the national grid. But, if he were trying to come across as a hard-nosed, iron-fisted leader who would overhaul the power sector in quick time, he has failed miserably.
