PM must explain how the coal scam happened

The Prime Minister can stand on the roof-top and proclaim that he did nothing wrong in allocating coal blocks to private parties without an auction during 2004-09. Similarly, the Congress can rush to his defence and seek to defame the Comptroller and Auditor-General which has made the charge that the exchequer has lost huge sums of money because the UPA regime did not auction the coal blocks.
