Congress Governments are increasingly perceived as run by tired old men, under-achievers, who after multiple terms in office, can only make excuses and pin the blame on others. In April 2011, shortly after Anna Hazare began the first of his Lokpal Bill related fasts at New Delhi’s Jantar Mantar, I visited a senior Congress politician.
