Caste it away

Beating the caste drum is par for the course for UP's politicians. So it isn't surprising Mayawati and other BSP MPs raised the issue of quota-based promotions in government jobs in Parliament last week, along with SP MPs. It's less obvious why the Centre - whose welfare schemes generally target the poor across the social board - should pander to them. Patently absurd demands have been made for a constitutional amendment to allow reservations in promotions for SCs and STs.
