The people have no role to play in India's Presidential election. The electoral college includes all MPs getting votes equal to that of MLAs, who in turn, get votes proportionate to the population. Individual rather than party political voting enabled Indira Gandhi to promote V.V. Giri over her own party's official candidate. But, party politics is unfortunately decisive.
