Blackmail federalism

There has been a lot of hue and cry by several state governments, including key members of the UPA coalition, over unilateral actions by the Union government on vital state issues. The recent meeting of chief ministers on the creation of National Counter Terrorism Centre (NCTC) saw several of them voicing severe opposition to the move. These leaders stressed that maintenance of 'public order' and matters relating to 'police' are state subjects, and that the NCTC, armed with enormous powers, sans accountability to state governments would erode the states' powers.
