Party paralysis

When the Congress’s highest decision-making body meets at a time the party and its government are beset with gathering crises, it would be reasonable to expect it to think aloud on some consequential issues and questions. Like, whether it needs an organisational facelift before state elections in Gujarat and Himachal Pradesh later this year. Or, if it proposes to reinvent its government, with two years left for LS polls.
