Communal quota spiked

When the Congress-led UPA Government had announced on December 22, 2011, that ‘socially and educationally backward’ citizens of the minority communities would be given reservation in jobs and education, it was an open secret that the decision was motivated by electoral considerations and flew in the face of the constitutional scheme that bans reservation on the basis of religion.
