Hold leaders to account

The Lokpal Bill, now in the hands of a 15-member parliamentary joint select committee, is so riddled with loopholes as to be self-defeating. Apart from removing the clause to establish state Lokayuktas in order to appease UPA allies, the Bill's other big weakness is its treatment of how the Central Bureau of Investigation (CBI) will function.
