Telecom regulator Trai and the government's department of telecommunications (DoT) are racing each other to quote ever higher reserve prices to auction spectrum. Trai recently benchmarked 2G spectrum rates with prices discovered in the 3G auctions and came up with a figure of Rs 3,622 crore per megahertz (MHz) for a pan-India player.
