On Tuesday the second United Progressive Alliance government will celebrate its third anniversary. It is not an event that anyone is looking forward to-not the government, nor its allies, leave alone the people of the country. It has, in all frankness, been reduced to a pathetic hulk, incapable of taking decisions, waiting for the next general election to be put out of its misery. When the UPA returned to power in 2009, there were expectations that we will see a sea change in the dynamics of Indian politics.
