No ‘buy India’ clauses for us, thank you

The government had recently outlined procurement reform as an important regulatory initiative, and it may therefore be worthwhile to appreciate certain nuances of the (Revised) Draft Public Procurement Bill (RDPP Bill) that was recently published for public consultations. Particular areas of concern with the RDPP Bill are its capability to open foreign procurement markets for access to Indian bidders on a reciprocal basis, design inefficiencies in the grievance redressal process, and non-coverage of critical post-award issues.
