How do we assess Sachin Tendulkar's entry into the Rajya Sabha? As per the Constitution, the Upper House of Parliament can consist of no more than 250 members, 12 of whom are nominated by the president of India - in other words, the government or ruling party - from among people of merit in art, literature, science and social service. The purpose of this clause was to bring to the Rajya Sabha people who could contribute to the legislative process but were outside the framework of regular politics and, frankly, unelectable.
