The Planning Commission is wondering how to approach the Twelfth Five-Year Plan, quite unmindful of a major global development: Five-Year Plans are history now. So, as lukewarm speeches went, it was hard to beat the Prime Minister's concluding remarks at the full meeting of the Planning Commission on the issues facing the economy during the Twelfth Plan.
