Held to ransom

The kidnapping of Sukma district collector Alex Paul Menon by Maoists in Chhattisgarh is the latest in a string of similar incidents that highlights a new strategy on the part of the insurgents. Kidnappings have become the method of choice for Maoists to extract concessions from hapless state governments. And as the recent abductions of the two Italian tourists and a BJD MLA in Orissa showed, the strategy is proving to be effective.
