Orissa CM Naveen Patnaik has capitulated before the Naxals

Through February, Orissa chief minister Naveen Patnaik was involved in a war of words with New Delhi. He argued that the Centre was trying to shove a National Counter-Terrorism Centre (NCTC) down the throats of reluctant states. This, he said, would chip away at the powers of state governments to enforce law and order. His grandstanding, aided by several other non-Congress chief ministers, paid off.
