Scrap Rajya Sabha?

Over the years, elections to Indian Parliament's upper House, the Rajya Sabha, have become a farce. Nothing illustrates that better than the Election Commission's (EC's) crackdown on polls in Jharkhand after a bagful of cash was seized from a vehicle belonging to an independent candidate contesting from that state. All political parties have publicly welcomed the EC's diktat.
