Protect and serve

The statistics tell a blunt truth - the men in khaki exist to serve their political masters, not the common man. A crippling shortage of five lakh personnel across the country means we have a police-to-population ratio of 130 cops per lakh citizens as of 2010 - well below the minimum UN norm of 220. And yet, the data released by home minister P Chidambaram shows that VIPs claim almost three policemen apiece for their security.
