The 12th plan misses the point

Most would remember today is the second day of the new financial year: 2012-13. However, very few would be aware that it is also the second day of India’s 12th Five-Year Plan period. Can’t blame anyone for saying, “What is that?” While understanding Union budgets is an effort, following a Five-Year Plan is a difficult task to even comprehend. Nonetheless, it is important to delve into the 12th Plan as laid out by the Congress-led United Progressive Alliance (UPA).
