Why the delay in tackling corruption?

Defence minister A K Antony showed alacrity in ordering a CBI probe into explosive graft allegations made by the army chief. The question is, why did he act only after General V K Singh told scribes about being offered a Rs 14 crore bribe, allegedly by a retired army officer, to clear the purchase of 600 military vehicles? Surely Antony should have moved to institute a formal investigation as soon as he was apprised of it, following a preliminary CBI inquiry.
