This diktat of the King in Alice in Wonderland seems to be the guiding mantra for the drafters of the Finance Bill, 2012 (Bill), tabled before Parliament on March 16, which proposes certain retrospective changes to be effective from April 1, 1962, the effective date of the Income-tax Act, 1961 (ITA).
