Federalism emerging as key political issue

In the run-up to the Uttar Pradesh Assembly election, one saw a string of issues on which Chief Ministers from several States sent a rude reminder to the Congress-led UPA Government in New Delhi on its anti-federal impulses. Most recently the unilateral ban imposed on cotton exports and a proposed hike in freight costs saw yet another salvo fired by Gujarat Chief Minister Narendra Modi.
