Meet on NCTC doomed from start?

NEW DELHI: As non-Congress CMs are trying to forge a common ground against the setting up of the National Counter Terrorism Centre (NCTC), the scheduled meeting of DGPs and chief secretaries on Monday is likely to end in a deadlock amid indication that the dissenting CMs will not budge from their stand that the matter could be resolved only at a political level.
