Grabbing the poll position

The Chief Election Commissioner, Mr S. Y. Quraishi, might appear an unlikely candidate for inclusion in the country's pantheon of reform heroes. But he could well earn a place there, if only the Congress-led United Progressive Alliance (UPA) in power at the Centre grabs the huge opportunity he has provided for bringing back economic reforms on its policy agenda. Mr Quraishi has done it by simply ensuring that with the exception of Goa, the other four States going to polls now — in particular, Uttar Pradesh and Punjab — would complete the voting process by February 28.
