What passes for policy

The national manufacturing policy has been months, if not years, in the making. It might be thought that the government spent the time polishing and elaborating it. A look at it, however, suggests that it took so long to bring out because of quarrels amongst the ministries rather than of any hard work being put in. For the policy could have been more specific on a number of points. Also, it points out a number of hurdles faced by industry which it should have removed.
