Cong in catch-22 situation on Communal Violence Bill

Citing the constant weakness emerging in the Congress led conglomeration of UPA in last few months, the BJP claimed that Prevention of Communal and Targeted Violence( Access to Justice and Reparation) Bill 2011 has put the Centre in a catch 22 situation whether to go ahead with it or withdraw it.
