Five kilos of explosives, five detonators and two timer devices in a car at Ambala earlier this month set off a national alert, sent teams of the National Security Guard rushing to the site and prompted the security establishment to crow that it had “successfully foiled” a terror attack. Multiply this by a factor of several hundred — and brush all under a carpet that spreads across the nation.
