Power failure in the Congress?

It seems like very long ago that the UPA came back to power on the back of a lot of goodwill and with a lot of expectations. Free of the cantankerous yoke of the Left, it was felt that the second innings would see a flood of new initiatives spanning different sectors of the nation. Dr Manmohan Singh was seen to have asserted himself, and Advani's personal attack on him during the election campaign was often cited as the one of the things that went wrong with the BJP's campaign. Overall, it was felt by many that UPA 1 was the foundation on which UPA 2 would build a more durable edifice of equitable growth.
