UPA-II could pay electoral price

Congress general secretary Rahul Gandhi's suggestion in parliament that the government should fund the election expenditure of political parties is an old chestnut. The problem of political corruption lies elsewhere: black money coursing through the electoral bloodstream. How will state funding excise this malignancy? It won't. The funds within the official ceiling on campaign expenditure of 40 lakh per Lok Sabha candidate mandated by the Election Commission (EC) are not even fully spent by most (cash-rich) candidates.
